Peu de gens auront échappé au fait que, durant les dernières années, notre économie n’a plus atteint son taux de croissance historique moyen. Les interventions, que ce soit à la radio, à la télévision ou à travers des articles, décrivant cette évolution, se sont multipliées. Ces contributions suivent pour la plupart le même schéma. D’abord, les auteurs dressent un état des lieux isolé en comparant l’évolution économique du Luxembourg depuis 2022 avec son évolution historique depuis 1995. Puis ils terminent en affirmant que des réformes structurelles sont inévitables pour remédier à cette situation de quasi-stagnation. D’un point de vue économique, certains éléments de cet argumentaire sont dérangeants et méritent une analyse approfondie.

At the same time, the fiscal policy turnaround in Germany offers the opportunity to fundamentally review the European framework and widen the concept of sustainability itself. Targeting public debt rates that are stable over the medium term would free policy from the Maastricht fiscal straightjacket and deliver the fiscal headroom for a public investment shock that Europe urgently needs.
